Implement same spell range for "on touch" spells as original engine
OpenMW currently uses a spell range of 192 for on touch spells. In the original game, the spell range is iMaxActivateDist against objects or actors not in combat, and the minimum of iMaxActivateDist and fCombatDistance against actors in combat. This also seems to apply for spells cast by the AI.
