"Talked to PC" is always 0 for "Hello" dialogue
The "Talked to PC" condition for voiced "Hello" dialogues seems to always be 0. A symptom of this can be seen in that Sellus Gravius at the end of character creation will continue to repeat his "Your papers, please." line every time you walk up to him, even after character creation is done. This line should only play when "Talked to PC = 0", before you have ever opened a dialogue window with him.
The same symptom happened when I added "Talked to PC = 0" as a condition for another NPC's voiced hello. It continued to play even after I had opened a dialogue window with him. In the opposite case, making the condition, "Talked to PC = 1," the hello would never play, regardless of whether I opened a dialogue box, so it seems that "Talked to PC" is always returning 0.
Text dialogue, on the other hand, seems to work properly. A greeting with "Talked to PC = 0" only triggers for the first dialogue, as it should.
Tested with the OpenMW nightly (85130772) running only morrowind.esm (or my test .esp) from the Steam version on Windows 7 Home 64 bit. Vanilla works fine. I can provide the test .esp if necessary but it was just a very simple change and I think Sellus Gravius is sufficient to test the issue.
