Description

After NPCs have moved from where they were supposed to be, one usually uses the RA command; in OpenMW, the NPCs are instantly teleported to where they should be but then they walk back to the wrong position (the one they had before you used RA) so it's not really that useful.

A workaround for caravaners or guild guides is to use RA and then immediately opening dialog with them and travelling away. Then they will stay where they are.

This is an already known issue.
I created a PR to fix it more that half of year ago: https://github.com/OpenMW/openmw/pull/1477
