Description

When you leave an indoors area and it has started raining outside, the game slows down to a crawl.
According to scrawl, this is related to an older bug and only happens when the game was minimized at some point (?)

Hard to reproduce for me (is there a console command to make it rain in a region??), but happens consistently.

No, it's the same issue with a different cause. #4211 refers specifically as to when the game is minimized yet simulation time is ticking and particle count keeps increasing; scrawl has already fixed this. scrawl meant that the same thing would happen if you have entered an interior cell during rain and then left it.
