Combat AI: enchanted weapons have too high rating
In current implementation spells and enchantments in OpenMW have much higher rating than weapons. In this case enchanted low-end weapons have higher priority than high-end non-enchanted weapons. For example:
Iron war axe: 5.0 rating
Daedric waraxe: 20.0 rating
Iron sparkaxe: 5.0+100.0=105.0 rating
We should normalize spells priority as vanilla Morrowind does.
