Enchanting an item does not add to its value
Adding an enchantment to an item does not increase its value. In Morrowind, even a simple enchantment will make the item worth 1000s. This applies to self-enchanted or purchased enchantments.

Attached is a Morrowind screenshot showing a simple expensive ring, value 30, to which I added a light spell, making it worth 7305. The second screenshot shows my ebony broadsword now worth 27333.
I am not using MCP or anything else which would affect item value.

My data files are:
Ring Texture Fix
Nothing there should affect item values. Are you guys using Tribunal and Bloodmoon? If you are, I could start a new Morrowind game, without any other mods, and see what happens. It might take a while.

OK, I'm an idiot. I think I am using Morrowind Code Patch. MCP is not in my list of data files, but I have it on my computer, so I must have applied it at some point. Morrowind has been on my system for so many years I can't remember what I did back then.
Increasing the value of items when they get enchanted would be a nice feature. It would be more appropriate as a mod, though.
