Description

I think the Alchemy, Enchant and Repair dialogues should be disabled when PC is underwater, since it would be probably impossible to do this in such environment.

That is arguable. I'd say we expose it to scripts / GMSTs and let mods handle it. But that means it is out of the question until 1.1.
